The institute believes that staff development is a way to strengthen its major asset, the employees. The brain behind this learning program is no other than the Interim Executive Director, Dr. Lilian. C. Garcia, CESO V. She instructed the heads of each division to explore online courses or even create their own exams that they can require their personnel to answer and complete. One good example is for technical personnel to read and study relevant laws in fisheries specifically Republic Act 8550 or the Philippine Fisheries Code of 1998. Employees in the administrative position, on the other hand, were asked to study laws on good governance such as Republic Act 6713 or "Code of Conduct and Ethical Standards for Public Officials and Employees" and Republic Act 3019 or "Anti- Graft and Corrupt Practices Act."
