TPJF Webinar Series: Rearing Sea Cucumbers

For its third webinar series, The Philippine Journal of Fisheries (TPJF) shared to the public information on rearing sea cucumbers, or more commonly known as "balatan." The two studies featured in the webinar were: (1) "Growth, Development and Survival of Holothuria scabra Larvae in Different Microalgal Regimens and Water Rearing Media," and (2) "First-phase Juvenile Rearing of the Sea Cucumber Holothuria scabra in Eastern Samar, Philippines." Cristan Joy M. Campo, a researcher at the NFRDI-Marine Fisheries Research and Development Center (MFRDC) in Guiuan, Eastern Samar and Nonita S. Cabacaba, Officer-in-Charge of NFRDI-MFRDC, are the authors of the two studies and served as the resource speakers for the webinar.

DA Sec. Dar administers oath of newly appointed and promoted DA - NFRDI employees

Department of Agriculture Secretary Dr. William D. Dar administered the virtual oath taking of 54 employees of NFRDI central office and research centers. The appointment and promotion were made possible after the NFRDI plantilla was approved in February 15, 2019 with the release of the Notice of Organization Staffing and Compensation Action (NOSCA) approved by the Department of Budget and Management.

Training on reproductive biology sampling for conservation of priority species in fisheries refugia sites in the Philippines

The Refugia Project has recently conducted reproductive biology sampling training from November 11 to 12, 2020. Technical enumerators from two identified refugia sites: Bolinao, Pangasinan and Masinloc, Zambales were the participants. The training's goal is to eventually provide updated data that will assist the Local Government Units (LGUs) in establishing policy measures to conserve spawning and nursery refugia in their respective municipalities.

Orientation briefing and lecture on technology promotion of Maliputo

The NFRDI-Freshwater Fisheries Research and Development Center (FFRDC) conducted an Orientation Briefing and Lecture on the Technology Promotion of Maliputo to 20 fisherfolk beneficiaries of Brgy. Wawa, Ibaba, Lemery and Brgy. Butong, Taal Batangas on November 24 and 27, 2020, under the NFRDI refocused project "Technology Promotion on the Grow-out Culture of Maliputo (Caranx ignobilis) in Cages."

Four women and the role of "Kulapu" in their lives -- Part 2

Mrs. Estrella I. Ociana, 59 years old, married, a resident of Kaburihan, Lavezares, Northern Samar, represents the Local Government Unit (LGU). She is presently the designated Municipal Agriculturist (MA) of Lavezares. She started as Agricultural Technician and became the Municipal Agricultural Officer (MAO) from 2001 to 2006, until promoted as MA of Lavezares in 2007 and holds the same position up to present. Her work as MA covered 26 barangays, of which 14 are coastal barangays and 5 are island barangays. She estimated that there were about 2,000 fisherfolk in their municipality, but to date, more than 1,000 are only registered. The fisherfolk include fishermen, processors, vendors, and other allied industries in fisheries.

Health status of DA - NFRDI employees

Nowadays, employees' health is not the only responsibility of occupational health care professionals, but a health promotion, wellness programs, and safety are the things that an organization needs to monitor as well. All workers are entitled to work in an environment where risks to their health and safety are adequately controlled.Amid the COVID-19 pandemic, the Human Resource Management Unit (HRMU) has commenced a tool to monitor their employees daily. Despite the high risk of communicability of the virus, NFRDI has maintained a low infection rate for the last few months. As a precautionary measure, mandatory swab testing for all employees was done on September 11 and 14, 2020. Two asymptomatic employees tested positive for COVID-19 and recovered after 14 days of isolation.

NSAP in the 4th quarter of 2020

The NSAP monitoring team conducted three virtual FMA-clustered meetings on October 1, 7, and 14, 2020 in order to ascertain the current status of the 12 FMAs in the country. As of November 2020, 67% of the Management Board (MB), 42% of the Scientific Advisory Group (SAG), and 50% of the Technical Working Group (TWG) have been formed. The meetings also reported data consolidation and analysis per FMA to come up with top species with their respective indicators and proposed harvest control rule (HCR). NSAP has provided the top 20 species for all FMA and has started analyzing sustainability indicators that would serve as a basis in proposing appropriate HCRs, which would then be developed as policies or fishery rules and regulations.

Fisheries technologies training for small-scale fish farmers

The NFRDI, in collaboration with the FFRDC, BFAR-CO, BFAR-NFFTC, and the Villar SIPAG Foundation conducted the "Training on Fisheries Technologies for Small-Scale Fish Farmers" held from November 25-26, 2020 at the Villar SIPAG Farm School in San Jose del Monte, Bulacan to fish farmers from the region.The training's opening program kicked off with a virtual message from Senator Cynthia Villar and welcome remarks from Senator Villar's chief of staff, Atty. Rhagee Tamaña and NFRDI Acting Executive Director Dr. Lilian C. Garcia. The message of City Mayor Arturo B. Robes was relayed by his Executive Assistant, Mr. Nolly D. Concepcion.

The NFRDI, in partnership with the Southeast Asian Fisheries Development Center (SEAFDEC), successfully conducted its first Online Training Course on Milkfish and Mangrove Crab Hatchery Technologies on September 1-4, 2020 and September 14-17, 2020 via Google Meet. The training, held in two batches, consisted of a series of online lectures and practical activities that tackled the modernized culture methods of milkfish and mangrove crab developed by the SEAFDEC-Aquaculture Department.

In 2009, the Civil Service Commission officially declared July as "Civil Servant's Health and Wellness Month." This aims to promote health and wellness in the bureaucracy through various physical fitness activities for government employees to be healthy and fit in providing quality service.The NFRDI has been actively participating in this campaign thru the conduct of "Olymfish". This year was a big challenge for the agency. It had to think of alternative activities due to the pandemic which now limits social gathering.

A flurry of actions to sustain food security amid COVID-19

When DA Secretary Dr. William Dar called on all DA agencies to refocus programs/activities to sustain food security in the country amid Covid-19, the National Fisheries Research and Development Institute (NFRDI) was among the agencies that immediately heeded. Soon, 22 refocused projects were approved with a total budget of Php23 million. The refocused projects got the Secretary's nod since these were expected to immediately result in increased fish production for the country. This was the basic requirement of Dr. Dar for the refocused projects/activities.

NFRDI launched research projects in support of BASIL

The Balik Sigla sa Ilog at Lawa (BASIL) is a project of BFAR which aims to restore the freshwater resources of the Philippines, especially the seven major lakes and six major river basins in the country. Repopulating these water bodies with indigenous species and restoring its condition would spell a difference in fisheries' sustainability. It would conserve its biodiversity and address food sufficiency issues that would, in turn, result in the alleviation of poverty in rural areas.

NFRDI's midyear report in flying colors!

The NFRDI presented its Midyear Review and Evaluation Report at the Department of Agriculture-Conference Room last July 6, 2020. The presentation comprised of NFRDI-funded projects that were classified based on the eight (8) paradigms set by DA Secretary Dr. William Dar.There are 39 projects being implemented by the NFRDI in which 23 are towards modernization of aquaculture practices, 10 for cross-cutting (modernization and farm consolidation), 5 for legislative support, and 1 for farm consolidation.

Fisheries Refugia:

As one of the countries located in the South China Sea and Gulf of Thailand, the Philippines contributes to high fisheries production in the world providing thousands of jobs in the fisheries sector. However, the lack of responsible fishing practices and anthropogenic activities threaten its fishery resource ecosystem. Aware of the above concern, the project entitled "Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand" was funded by the United Nations Environment Programme and the Global Environment Facility (UNEP-GEF) in coordination with the Southeast Asian Fisheries Development Center (SEAFDEC). The Department of Agriculture-National Fisheries Research and Development Institute (DA-NFRDI) acts as the lead agency responsible for the overall coordination of the project's national-level activities. As part of the Strategic Action Program regarding the South China Sea, this project introduces the Fisheries Refugia concept - a tool for integrated fisheries and habitat management.
